^yea pretty sure that is not the joke above. Also think the portrait is of the reading of the draft of the Declaration of Independence not the Constitution of the United States of America

Wow you are really smart.  However, if it is the Declaration then it is not a legal document, as of course someone as smart as you would know.

Curious why the emphasis on "promote the general welfare" Just an artifact from where it was copied from? Or what? Or is that too political a question?

Just a drive-by comment, trying to stay non-political: Article 1 Section 8 Paragraph 1 of the US Constitution grants that power to Congress.

Oldie was relying on that language to controvert the assertion in the meme - i.e., to show that the "general Welfare" clause allows the government to shut down everything.

 

If this is a proper construction of the clause, then it renders as superfluous every other clause granting powers to Congress.  Nevertheless, it has been relied upon by courts and scholars to support a construction of the Constitution which gives Congress powers which aren't specifically listed within the enumerated ones.  For example, the "general Welfare" clause was relied upon by the US SCt in Helvering to hold that Social Security was authorized by the Constitution.
