Anti skate helps to correct this tendency by applying an outward force. The force exerted on the tonearm varies across the width of the disc, so a static anti skate is at best an average as there will be only one spot where it is set perfectly. One test for proper anti-skate is to put the stylus halfway between the center and the edge and it doesn't move either way (best case). Try it without anti-skate engaged and tell me which way it goes. Of course, the table needs to be perfectly level as well, otherwise you have greater problems than setting anti-skate. Look at the grooves at the end of an lp.
