Yes-- IMO they just need to be tilted back a bit to get the horns firing directly at ear level at the listening position shouldn't take much depending on how far back that is.

Good idea. Experimenting by placing a piece of wood, or something between them and the floor at the fronts will tilt them upward toward ears. The wood piece can be adjusted further back for more tilt as needed, or a bigger piece of wood used. If the effect is beneficial, better options can be utilized if desired for tilting them upwards.

 

I’d experiment with ways to get the cabinets higher too to hear what that does too.

If they sound best on their sides, then that is what works. Don't discount a vertically oriented horn, though, just because the coverage in narrower in the horizontal plane in that position. The narrower coverage pattern can often integrate better with the woofer's narrowing coverage pattern that enhances imaging, even off center.
