I am having the same issue. I own the ProMedia Ultra 5.1s and I have to have the volume at around 60 to get a good sound. At 40, it sounds like it should at 20 or so. I am running Windows 7 x64 Ultimate, and the volume is turned up to max. I am using the onboard sound card so that might be your problem as well. Connecting my iPhone 3G to the input through the volume control with the iPhone's volume at maximum gives good sound for being 40. I think the output from your soundcard might be the problem if the previous poster's suggestion didn't help.
