Why can't UPS notify utility of power problems?

The north east power grid is suffering right? According
to NPR today, electric utilities still don't have a good idea of where power is
needed when. My American Power Company Uninterrupted Power Supply plugs into my
PC through a USB cable and its software informs me of its status. Why can’t the
same software notify my local electric utility of voltage fluctuations and
power outages?

There is the equivalent of this here. There is a push by the power companies/politicians to forcibly connect your entire house to this system, thereby allowing "big brother" to shut off your fridge or A/C or water heater (electric ones that is) at will.

This techology (Smart Grid) provides a crutch to allow power companies to further decrease the system's overall generation margin, making the complex and historially unstable eastern interconnect even more complex and less likely to survive the next big solar storm.
