What you are describing is called a "Bucking Magnet. While this can/could help with some flux issues it is not a shield but it can help to direct flux. Pole material saturation level is an improtant consideration when using a bucking magnet, if the pole is not saturated then a bucking magnet will help but if the pole pices are at or near saturation then it will not help at all and may even make matters worse as far as stray flux goes. The shield has to be made of a ferrous metal cup which encapsulates the magnet. Because iron and steel are highly permeable stray flux can more easily travel through the metal than the air and so stray flux is contained. Hope this is if interest. Best regards Moray James.
