How to make the DTS light come on???

Chances are that you have not enabled the DVD player's output to provide a DTS bitstream. Use your owner's manual to find the proper setup menu for the DVD player to enable the DTS bitstream. Also, when you play a DTS DVD, you usually have to select the DTS output in audio setup on the DVD disk. Most disks default to the Dolby Digital sound track.

Your 3803 will detect and automatically play the DTS bitstream once the player outputs it.

I just went through this with my Rotel. What I had to do was run a line from the digital out of the DVD player to the digital in of the reciever. Now once that is done you need to enable the DTS feature in your DVD players master set up menu and you should be good to go.
