China locked down an area of 36 million people very quickly once they realized what they were dealing with as they have the ability, being a dictatorship, to do so. We've always had a several months supply of staples on hand. Also, always a full deep freezer and two refrigerators, with side or bottom mount freezers (also kept pretty full). It would be a mistake to say that nothing was done. The Electron Microscope did not exist before its development in Germany in the mid to late 1930's. This in spite that the population of 8.3 million, which is approximately double the population of Alberta and almost 60% of the population of Ontario. Most likely this reflects the fact that Alberta's population is an average of 5 years younger than that in Quebec (median age) and a relatively large number of those living in Quebec smoke or vape at greater daily rates (i.e. more cigarettes consumed per person/day).
