A 30 amp relay with the existing wire with DC and signal voltage as the trigger and the relay feeding battery voltage to the bulb.

That wont work. When the signal wire goes into it's PWM state, the relay buzzes like a hive of bees from the on off pulses.

I believe he only wants the lights to come on when he turns the switch on, not when the ignition is on.

No. My end goal is to disable the daytime running lights. The low beams have power and ground supplied when low beams are called for. Those are the only 2 wires running to the bulb. When the low beams aren't called for, the low beam bulb is used as a daytime running lamp at an output that is less than low beams. Instead of a constant 12 volts, it gets a pulsed voltage to reduce the output. Older styles got a reduced voltage. Newer styles (like this) keep a constant voltage that is pulsed.
