Of course its pretty hard to confirm the configuration of the SP3 but the 3rd front end tube was used often in vintage power amps and it alone would never constitute an active preamp section. Heck vintage McIntosh power amps had 3 1/2 tubes per channel and volume controls... The other possible design that could require the third 12AX7 is the use of high global and local feedback killing gain which is offset by another gain stage. Again no way to know without a schematic.
