When the first cars were built, they tried wagon wheels, but soon stopped using them because when you apply torque from the hub, instead of pushing or pulling the vehicle itself, the wheels fall apart. Unless the wheels in those pictures have unseen struts or reinforcements, the driver would have to be very gentle on the gas pedal if he didn't want them to fall apart.
