If a speaker was designed without internal damping, adding it will change the cabinet tuning, making the woofer "think" the cabinet is larger. Maybe extending but at a lower lower level but likely relative to the overall loss. Different types of enclosure types will yield different results. In general though I agree. Use what was in there or test other damping material.
