It looks to have no expansion for much of its length, so I question whether it is meant to be a loudspeaker or a signalling device....don't know if those things in the mouth are sandbags or pillows for taking naps... Hoge Veluwe is a nature park in Arnhem, The Netherlands (on the German border). My guess is it was an exhibit in the sculpture garden outside of the Kroller Muller Museum which is in the middle of the park.
