Before you start replacing parts, (if you haven't already), make sure that all of the drivers are connected correctly to the crossovers, loosen all of the terminal screws on the crossovers and then re-tighten. Check for broken/loose wires everywhere. If you still suspect the tweeters are toast, if you have a multimeter, disconnect the tweeter wires from the crossover and then measure the tweeter to see if they are showing "open".
