"Regularly migrating files to updated systems is a costly expense" and systems for digitizing are continually changing. Modern computers aren't always compatible with old formats. They buy system A software and hardware until they buy system b and so on. They likely reused the hardware and didn't keep a running system for the older format because of hardware cost which was more substantial then. I've seen it happen with billing systems. I just retired an intel 386 system which they still wanted to keep running. It just couldn't do it and it could not be migrated to anything.
