There is a thinly veiled requirement for a PayPal buyer to pay the paypal surcharge as a PayPal buyer is required to pay a $35.00 pick up fee.... not required for a cash buyer. Ebay would shut the auction down for that issue. I'd imagine the winning bidder could bet by without making the $100 paypal deposit by insisting the seller follow ebay rules.
