The energy from the crossover to the tweeters is very low compared to the total being input. Also the frequency is above 5K Hz. So it somewhat depends on your meter what you will read out of the crossover. Did you put your 1 good tweeter on the speaker with the suspect bad crossover?

Yes the original posted pictures of the Focal crossover had electrolytics. I can no longer see those. Now @rigma 's super duper passive crossovers, no, no electrolytics in his.

I'm not a reproduction purist. I do not understand the desire to have nothing between a recording and my ears. We are listening after all to what some recording engineer/producer/mastering engineer and the artist decided we should be hearing. If they are messing with all types of equipment to manipulate the signal(s) recorded why shouldn't I do the same at the reproduction stage if it makes it sound better to me?

To clarify a balanced connection can be used between any 2 components in a system. Does not need to be the whole chain whatever that might mean.

So you 'Y' out of a source to 2 inputs on diiferent pre amps and you get a ground loop?

If you still have a ground loop it is not fixed.
