There are folks up my way who have built similar things and put them on pontoons and float them down on the big lake (Great Slave) in Back Bay. Google up Yellowknife houseboats. A pretty neat lifestyle, propane, solar and wind genies. They are right in town but pay no taxes. Waters in Canada are under federal jurisdiction rather than municipal, provincial or territorial.
