Just an interesting '20s Harley with a pretty lady at the controls. I suspect it was a rare sight back in the day though.
Shiva
Looks simple enough to me. The bike is parked across the street from a bar. Her Man, went in for a drink, told her to wait and guard the bike. Her eyes, on the front door, wondering when he will come out. 1
CECAA850
Interesting. It almost looks like it has a rear seat yet no foot pegs. Handlebars are turned down for racing and wheels are solid for better aerodynamics. I wonder if the rear seat is for laying down?

Back in the 40s, there was a photo of bike racer Rollie Free laying down on the rear fender, to be more aerodynamic. I believe this pic was older though, I'm thinking it's a rear seat. CECAA850
The wheels and handlebars look like racing or top speed mods to me.
JL Sargent
That is definitely a seat, look at the springs for riding comfort. Here is another.

OWWW Could you imagine the wipe-out that could have been with him practically naked! Not road rash either, looks like Bonneville salt immediately in the wounds! My leather jacket I wore whenever it got chilly in FL (like the cold patch of air that is ALWAYS between Sanford and Deltona around Lake Monroe on I-4) is such heavy guage it still doesn't look broken in! And it's been balled up for decades! Didn't ever get on my 115hp six speed without 501s (they used to be thick) & my boots at a minimum!

JohnJ
@Full Range your post of the cover of this LP Looks so similar to a few photos I saved from two years ago 1-21-16. Saw it online, searched for more and found a lot of photos taken by regular people that saw this eerie, awesome, magnificent and possibly prophetic cloud formation. These were taken by someone in Madeira, Portugual.

Is that a foot rest hanging from an upside down "Y" on this side of the sprocket? Looks like a small aluminum platform parallel to the ground.
