death to loud commercials

I hate to be the one who rains on the parade, but this isn't set in stone, as the title implies. "Loud TV commercials may be coming to an end"

I hate this problem as much as the next guy, but at this point overseers, regulators, and executives are "coming together"...whatever that means.

Unfortunately the key word there is "broadcasters," which only refers to over-the-air signals from the 5 networks (via your local stations). Cable and satellite are not regulated to the same degree that broadcast stations are. It remains to be seen whether the 150+ cable channels will be on board with this. You can bet that your local cable company will not agree to, or even be able to, regulate volume on the signals that come into your home. They will likely say they can only retransmit whatever signal they receive from the sources.

In 2007, two junior senators (both female, interestingly) proposed similar legislation, and were pointedly ridiculed for spending their time on something "as trivial" as commercial volume, when the nation was mired in war, terrorism, and failing economy.

i don't know much about broadcasting. who decides what volume an ad will be played at? does the person buying the air time say we want this played loud?

i'd like to tell them, I won't buy your product simply because your loud commercials are annoying. i have to adjust the volume during commercials.
