We see this often when directives get set at the federal/state level which require strict adherence in the field. For example in all federal grants annual budgets are set and they are strict. The receiving group is expected to spend “X” of $ annually. If they spend less they get penalized. The amount they did not spend is removed from their next years funding allotment. So what happens? Well as the fiscal year comes to a close groups audit their expenditures and go and spend whatever $$$ needed to meet their projected budget. Often they buy stuff they do not need just to meet the criteria. The grant system is not flexible and does not allow for modifications of expenditures. It is a waste. So here we have covid19 vaccinations that come with federal directives dictating precisely how they are to be administered. If they cannot be used as directed they are to be disposed of, wasted.
