Its basically tone map mods and a couple of other tid bits from Photoshop. You can also use Light room or other programs to pull this off. Its really easy and a lot of fun with what you can do with some shots. You can make pics look like delicate water color paintings. This one is the opposite though, I really muddied it up and kind of made a mess of it.
